  1. This notice is issued in accordance with the Ministry of Education\u2019s Directive No. 1150000230C dated May 21, 2026, and the Executive Yuan\u2019s Directive No. 1131023182.<\/li>\n
  2. The Office of International and Cross-Strait Affairs has previously announced the aforementioned information via OA on April 8, 2026.<\/li>\n
  3. The aforementioned program is a national-level youth talent development initiative. It aims to integrate resources and efforts from relevant organizations to collaboratively develop diverse, high-quality opportunities that meet the needs of young people and align with the nation\u2019s sustainable development goals. The program seeks to support youth in courageously pursuing and realizing their dreams, thereby enhancing national competitiveness and soft power in diplomacy. Please refer to Attachment 1 for the official letter from the Ministry of Education, Attachment 2 for the \u201cOpportunity Development Guidelines,\u201d and Attachment 3 for the \u201cOpportunity Development Implementation Plan.\u201d<\/li>\n
  4. Each department is requested to prepare and submit proposals in accordance with the prescribed format and submit them to our office by the following deadlines for consolidation and onward submission to the Ministry of Education:<\/li>\n
  5. First Round: Please submit the collaboration proposal via email to the project coordinator (607194@o365.tku.edu.tw<\/a>) by July 1 (Wednesday), 2026. The Ministry of Education is scheduled to open applications to youth nationwide from October 30 to November 30, 2026, with departures commencing in April 2027 (all participants must return before February 29, 2028).<\/li>\n
  6. Second Round: Please submit the collaboration proposal via email to the project coordinator (607194@o365.tku.edu.tw<\/a>) by October 1 (Thursday), 2026.
